Toyota AC problem

I have Toyota Corolla'2003 model and the problem is that AC doesn't works when the car is not running but the engine is start. But when the car starts running AC becomes functional.

If the engine is not running the AC compressor will not operate-

Try this if the AC gets cold and then hot could be freezing due to moisture and air forming ice and blocking off the orifice tube
