Water Noise in Front

2003 Toyota Camry. Hear a water sloshing noise behind the dash/firewall. Hear more when 1st started. What could be the problem?

If noise is emitted with engine running and vehicle not moving, it could be lack of coolant in system. If A/C is operated, it could be pressure noise from the expansion valve.
