Engine cranks, but won't fire?

When van is driven more than mile b4 turned off, not much problem on restart. But, when it goes short trips(under a mile) it will crank but no fire(acts like it's flooded). Wait about an hour and will it fire right off. Changed fuel filter, it wasn't that bad and did nothing for performance. People have said fuel pump, fuel regulator, coil pack, plugs/wires..etc. I haven't got any error codes. Should I be leaning towards fuel or fire?

When the engine doesn't start, check to make sure it is getting spark and fuel. Chances are one will be missing. Then you will know which ciruit to focus on. Please remember, you may be getting fuel to the rail, but the pressure could be too low. If you have both spark and fuel pressure within the manufacturer's specs, check the injectors to make sure they are getting power.
