JUST BOUGHT NEW CAR, WAS WORKING FINE FOR THREE WEEKS, LEFT IT PARKED OUT SIDE MY HOUSE FOR ABOUT 8DAYS, AND IT WOULD NOT START, IT WILL NOT START WITH JUMP LEADS, THERE ARE NO IGNITION LIGHTS, AND THE DOORS WILL NOT LOCK.

Check the battery and terminals connections. Parking for 8 days can drain the battery if it is weak or failing. Jump starting might not work if the donor source or jump lead capacity is below requirement.
