On a cold start, blue smoke and smell of burning oil. Van runs fine and once its warm, no more blue smoke. Dont seem to have the same problem in the summer.

Blue smoke is an indication of oil burning in cylinders or getting to the exhaust system which are mostly caused by worn valve seals.
It is not a failure of amy kind but rather a wear and tear problem and if the smoke is not too bad, I would live with it. Repair cost is not too cheap and just remember to check the engine oil level.
