If both heater core hoses are getting hot, then there is flow through the heater core. In that case, the blend air door is most likely the problem.

the taurus has a heater bypass hose up by core that can divert flow away from core. a lot of people have restored heat by clamping this hose or blocking it off permanently or eliminating it.
