ford f150 2003 on poower to blower motor. I change the resistor,motor,all the control module,fuse and the relay.

As far as the fuses, did you check for voltage at the fuse circuit, use a voltage tester. Even if the fuse is good, if no voltage, the circuit is dead. A couple are hot all the time, one goes hot when you turn on the key. You can also check for voltage and ground at the blower motor wiring connector.
