Oil dipstick smells like gasoline

What does this mean?

I just had a new engine put into the car. I drove it about 60 miles. Smooth riding. This morning, the engine turned over. It didn't hold a start. As soon as I would released the key from start, the car shut off. Then the gas light went on. The gauge said lower than empty.

I positively had way more gas then 60 miles worth of driving. No way should I be on empty. I bought a gas can, two gallons of gas and was going to put the gas in. Instead, I smelled the dipstick and because of the gasoline smell, I am not trying anything. ?

Good morning,

This is caused by a bad fuel pressure regulator assembly on the fuel rail. I attached the procedure and pictures below for you for the repair.

Make sure you change the oil and filter when you are done.
