Upper balljoint bolts in w/flange & seperate plate. How does plate line up w/Bolt flange & control arm?

2003 Chevy Blazer LS 4WD V6; installing replacement upper balljoints; 1/4"flange w/4bolt holes fits top of control arm instead of punched rivets; problem is with skinny plate that lines up underneath flange & 4bolt holes; which side of control arm does it sinch up? Extra backing for top? Or sinch underneath? Affect boot?

The boot and thin plate are on the bottom with the ball joint flange on the top of the arm.

. Besides that the hub wont slide away from the spindle on the axle & waiting on rental puller; press for the lower ball joints?
