Upper balljoint bolts in w/flange & seperate plate...how does plate line up w/bolt flange & control arm?

2003 Chevy Blazer LS 4WD V6; installing replacement upper balljoints; 1/4"flange w/4bolt holes fits top of control arm instead of punched rivets; problem is with skinny plate that lines up underneath flange & 4bolt holes; which side of control arm does it sinch up? extra backing for top? or sinch underneath? affect boot?
