Idle air control valve. Also check the valve cover hose that goes to the air cleaner box. (Resinator duct) The nipple might have broken off, causing a vacuum leak. Is that an echo tech engine? My buddy has a cavalier same problem I solved it in 5 minutes. By threading in a 1/2" piece of pipe and reconnecting the hose. He said the car never ran that good and gets way better gas mileage. It was probably like that when he bought it. Lol

The hose that goes from the valve cover to the air box is the crank case breather there is no vacuum coming off that hose to cause a high idle.
