Pontiac Bonneville Noise Problem
My serpentine belt is fairly new but it is still squealing all the time

Are you sure it's actually the belt causing the noise and not a bad pulley bearing. Get a spray bottle of water and see if the noise instantly goes away when you spray it on the belt.
