Mitsubishi Lancer Brakes Problem

When the car is driving there is a sound of like 2 metals scrubing against each other... i picked the car up, put it in neutral but the front wheel was hard to turn and the i was wondering if the problem was with the brakes.. or perhaps the axle, because the joint boot is not in place

very possible. with the boot gone, the joint is not lubricated and could be your issue. resolve that first and see if it persists.
