why does my car rev when braking?

Do you mean that if you are sitting still, idling in park and step on the brake, the RPM goes up?

It happens when i press the brake for a full stop. it happens intermittently though but more and more lately

That could be a leak in the Vacuum booster. Have someone else hold the brake while you pinch off the vacuum hose to the booster and see if it idles back down.
