2002 Honda Civic Car running ROUGH

Hey I have a 02 civic with a D17a1 engine in it, its stick shift FWD of course. A few weeks ago it started skipping and after replacing the spark plugs and coils we found out that cylinder one wasnt firing at all once put into the engine but the fire test show that its firing just not when in the engine and so we replace the injector for number one cylinder and it doenst do anything. Compression test show that its not loosing compression all are withing 145 on the pressure reader. The engine has 100k miles on it with a performance cam and high compression pistons in it. I dont know the compression ratio for the pistons though I know that the car has been running fine forever, there is oil getting into the cylinder and fouling out the spark plug, we have tried putting a hotter spark plug into the cylinder and it runs good for about 5 miles then it starts to skip again, and recently the problem has gotten even worse to where the car starts running really rough and loud and the engine shakes and it will not go above 3000 rps I have asked so many people if they know people that know anything about hondas but I just cant seem to figure it out, my gut is telling me its the valve seals but im just not 100% on anything and I really need someone who knows what they are talking about opinion.

So your burning so much oil its fouling out the number 1 cylinder within 5miles? Does it smoke after it sits for a while and you start the engine? There really is no test for oil rings or valve stem seals that I can think of.
