Lot of noise from belts

Hi I am in halifax nova scotia canada. East canada.I bought a Ford Taurus 6 cylinder automatic transmission 2002 85000km for 2200$ last week. Car seems to be fine done emission test 1 week before I bought. Owner told me that gives average of 10km/litre but only giving like 5-6km/lt there is lot of noise from belts in the engine, had a spray whenever I do spray the noise goes away but after like half hour again pops up. I am worried about average and do I need to change the belts and by doing that will the noise goes away and will I get a mileage of around 10km/lt or shall I goto some repair shop or mechanic to get it checked. You will have to change the belts, all the belt spray does is make a horrible mess! New belts won't help with economy, go get a tune done and a scan for any un resolved fault codes, start here.

Would depend on driving habits, roads, traffic, hilly or flat city or country driving, tyre pressures, and general tune, if you got around 12-13 litres per 100Kms that would be about average I feel.
