2002 Fiat Doblo Repair Question

I have a fiat doblo 1.9 diesel non turbo,on 02 reg...the revs keep going up and down,and the engine management come on...and stop...the vacuum hose are all ok,also my blower don't work and i find a leak of the heater hose to...can you help??? Thanks

If the MIL comes on, it means a fault has been detected in the system and you need a scan to retrieve the trouble code and proceed from there.
