Is there a fuse or relay I could check that controls the dashboard lights and gages?

I've lost all power to the dashboard including the turn signals inside the van and out. I want to make sure I have checked everything before replacing the complete instrument cluster.

Of course there are the fuses in the fuse box found under the drivers side of the dash. There should be a diagram on the back side of the fuse box cover with layout and fuse size with description of its application.
