When trying to start the car, there is power but it will not turn over and the "Reduced Engine Power" light is on.. what could be the problem?

Make sure the battery has a full charge, battery connections, clean. If it won't crank, check the starter circuits. The purple wire at starter solenoid should be hot with key in the crank position, test it. With an automatic, will it crank in neutral, just a thought. Any testing, make sure the tranny is in park or neutral and the e-brake is set.
