Heater blows likewarm air at idle, When I accelerate the air gets hotter back to idle it gets cooler

Checked the heater hoses [Both are hot]
fan does not go into high speed
Temperture gage takes a while to go to operating Temp. Falls down a little at idle.

Check the air blend door/actuator-could also be the water pump impeller

Thanks for the comeback Rasmataz, If it was the water pump impeller would'nt it overheat at idle? How do I check the air blend door/actuator? It dose'nt overheat at idle. Could it be the thermestat? Im only guessing.
