2002 Chevrolet Silverado Repair Question

Chevrolet Silverado Brakes Problem
Lost all brakes was told by mechanic the booster went out. replaced it but pedal still goes to the floor with truck running. pedal will pump hard with truck off. electric vacuum booster out?

sounds like air in the system or the master cylinder is bad
