Something is out of place

I noticed something hanging down from under the front of my car..its like a big black plastic thing that goes across the front what is this part called? (see image) I see it on other Buick centuries...but on mine its seems to be partially unhinged or something. How serious is this problem?

Hi there it appears to be an air deflector that will help direct cool air into the engine bay, or oi may be the front of a stone tray that will help keep road rubbish form doing any harm, regardless, it should be re attached, it may just need reattaching with missing fasteners, get a mechanic to get it up on a hoist and they will see what need doing easily.
