2001 Volkswagen Golf Repair Question

My car keeps cutting off every 28kms

I have a vw golf 1.6 2001 the car is high reving by its self I have to switch it off then after a few kilometers it switches off and takes about 5mins to start. the fuel filter has been replaced

Is there any warning indicators showing? Have you checked for trouble codes?

no took it to the garage they checked the fuel filter but they have no idea why

The high idling is due to a fault with the idle control system and there are many possible reasons why it is doing so. The first thing to check would be vacuum leaks and get the computer scanned for trouble code.
