I have a 2001 toyota corolla ce its been burning oil the mechanic said that the valve seal is bad . do i have to remove the cylinder head to replace the valve seals

Not if you have the right tools but it's definitely not a do-it-yourselfer job. Even with the heads off the engine you'll need a special valve spring compressor to reach in on those heads. You're better off removing the heads yourself if you want to attempt it but then take them to an engine machine shop to have the seals replaced and to have the heads checked for flatness.
