engine will overheat within 10 minutes of starting

I have flushed radiator and changed thermostat, replaced water pump, pressure and vacuum tested system. The engine still overheats with 10 minutes of idling or driving. I am baffled and out of ideas. There is no oil in coolant, nor coolant in oil.

check your radiator for cold spots. when the engien heats up, shut off engien and disconnect fans so they won't start. touch radiator in several places. if you feel a cold spot anywhere the radiator is clogged. it should have enve temp all over.
