Price right?

I'm about to buy a Lexus is300 and the owner wants 6,000 for it but I can only offer 3,000 because of the Mileage (155,000) and because he has no front or back bumper and the car has been sitting for months so I'm more then likely going to have to do more work to it. The car used to go into shows and is very nice on the inside and has very good sound, and nice things on the inside and has a carbon fiber hood. My question is do you think with all the damages and things I'm going to have to fix is it ok to offer 3,000 cash?

If you want to spend 3K on this car it is really up to you to decide if it is what you want, but I really doubt that the owner will sell it to you for 1/2 price if they do you have won a good deal.
