2001 Infiniti QX Repair Question

2001 Infinity QX4
There was a rear wheel grinding noise when stopping. I removed the rear wheels and hub and found the brake shoes with wear but not worn out. The wheel mounts spin but with drag to them. Is this normal?

A minimal drag is normal but if the drag is making it very difficult to spin the wheel, then it is not normal.
Sometimes when brake dust accumulates, it would result in grinding noises and after cleaning up, it should work well.
