2001 Hyundai Elantra timing belt

I had to replace the water pump in my 2001 Hyundai Elantra and had to remove the timing belt. I put it all back together and think that I've over tightened the timing belt. When I start the engine and drive the car I hear a wining noise that to me sounds like the teeth on the timing belt are not meshing with the pulley. How tight do I make the timing belt.

I think that you have over tightened the tensioner, these should only be as tight as the tension spring allows, do not add extra tension as this will cause damage to the belt and it may fail prematurely causing serious damage.
