2001 Ford Windstar ECM Will Only Run Egr Monitor Get More That One Monitor Pass

The ECM will only run the EGR monitor. I have to get more then that one monitor to run to pass smog for registration. The vehicle runs well and does not have any pending or hard faults. The check engine light does work.
