2001 Ford F 250 F250 7 3 Diesel Heat Both Heater Hoses Getting Warm Engine

2001 ford F250, 7.3 diesel, no heat, both heater hoses not getting warm when engine is hot. Only the upper radiator hose is hot .Both thermostat and water pump has been changed .What else could be wrong ? Thanks for any assistance !
