2001 Ford F-250 Repair Question

Ford F-250 Heater Problem

2001 ford F250, 7.3 diesel, no heat, both heater hoses not getting warm when engine is hot. Only the upper radiator hose is hot .Both thermostat and water pump has been changed .What else could be wrong ? Thanks for any assistance !

That could be a plugged up heater core. I would remove both hoses and back flush it thoroughly with a garden hose under pressure.
