2001 Ford F-150 Repair Question

Ford F-150 Battery Problem
The electric shoe hanging out of bumper is for charging the battery or for keeping the engine warm......i had attached it to power but even then the battery went down.....plz suggest

it should be a block heater. plug it into an outside 110 volt source.
