I have a 2001 dodge neon, occasionally it doesn't start on the first try and can take up to several tries until it starts. when it doesn't start it sounds like it tries to turn over then goes to a whining sound. I've check my plugs, filter, battery and belts; all that's left is the starter, igniton or a bad connection between one of the fore mentioned and the battery from what I think could be potential issues. Any clue what it might actually be?
