Dodge Caravan Power steering Problem

2001 Dodge Grand Caravan Sport. When driving in gear and turning there is a whining sound that gets worse when turning. It sounds like the power steering but what parts might need replaced? Would a fluid cleanout fix it or is it a part that needs replaced.

Assuming there was no previous leak that was just repaired resulting in air in the fluid, the part that needs TO BE replaced is the power steering pump. The buzzing comes from the spring-loaded pressure relief valve in the outlet port vibrating. Air in the system is more common than a pump problem on Chrysler products.
