2001 Chrysler Town and Country Repair Question

Chrysler Town and Country Starter Problem
Have to turn key on and off one to three times before starter will engage and start. won't rev above 4000 in nuetral in gear works fine. I have a 99 caravan that had a cracked instrument panel had to solder together to fix. possibly the same problem?

sounds like a starter motor failure.
4k in neutral???? never do that. it could damage the motor.
dash should have no effect on the issue
