Bright lights work all time. dim linhts sometimes work sometimes don's

You may be having an issue with the dimmer switch. If I understand you correctly it sounds like your high beams are on all the time. Check the dimmer switch, on the signal lever. Wiggle it back and forth to see if the lights flicker. If so that is your problem
