Buick Regal Fuse Problem

Dashlights and taillights not working. Changed switch, that didn't help. When trying to change fuse it blows first thing. Any suggestions?

The fuse blows without turning on the lites? If that is the case, have to check for short in wiring circuit.

There is a dead short somewhere on the parking fuse circuit. Do you have a multi meter to do some testing?So the fuse pops as soon as you put it in?
