Turn signal flashes rapidly?

Left turn signal flashes rapidly. Replaced bulbs, still flashes rapidly. Also when the headlights are on the green left turn arrow in the dash stays on solid. Right turn works fine. What is next, flasher? Will a defective flasher work on one side but not the other?

Check for a bad ground. The left rear turn signal grounds below left side of rear window trim panel. The left front signal grounds at the left side of the front end upper tie bar.

A lower tie bar is an alloy/steel bar that ties the lower suspension pick-up points of a vehicle (independent suspension) together check below.
