bmw 530i petrol, heater just blows out luke warm air, usually on passenger side and cold on drivers side

water level was low but topped up problem still present

Wit the engine warm, running, and the heat on, feel both heater core hoses. Both should be hot. If they are, check blend air door. If only one is hot, try flushing the heater core.
