During a recent 850-mile trip the A/C would not blow out the side and floor vents, even though the fan was turned up and could be heard to be blowing. The floor vent (on the passenger side) felt ice cold; even "frozen"; water would drip onto the passenger mat.

Once the A/C was turned off, air would blow thru the side and floor vents.

the system is icing up. have the ac system checked first before anything. it may be low in freon or have a bad dryer or expansion valve. a shop with ac experience will confirm.

Could be air and moisture turning into ice and blocking off the orifice tube-have the system evacuated and see what happens
