Toyota Corolla Battery Problem

I just passed emission test. I had failed! Took it to a mechanic of their choice. It was running great then it snowed and wouldn't start. The lights inside are on. Radio everything is working. New battery too! Had sensors changed! But it will not start! No sound at all when I put the key in the ignition. Someone said the distributor cap but my car doesn't have one. They think there's moisture somewhere! Thanks"

I would be checking that there is no moisture in the engine bay electrical, good place to start is a scan for any unresolved fault codes.
