vacuum leak on 2000 celica

would a vacuum leak on a 2000 celica cause engine performance to drop from 30MPG to less than 20 ?

That is possible. A vacuum leak would affect the idling speed and O2 sensors which would indicate a lean condition and inform the compuuter to enrich the running.
