Check the bulb, it could be blown.

bulb has been changed because we thought it was the bulb at first but it does it with the new bulb .

Were the fuses checked? Each light position has its own fuse, meaning there are altogether 4 fuses, 2 fuses for right (high and low) and the other 2 for left.
