Why is my satrurn exceding high RPM's while parked and between shifts?

Error codes indicate high engine idle, and number 1 miss fire when code is erased there is no change to the engine performance.
I have replaced low idle sensor, and TPS sensor and still no change.
On inital start-up the engine idles from 2.6 rpm to 3 rpm and when driving down the highway, it travels between 3rpm - 3.5rpm between shifts, in no particular gear (this car is a 5 speed standard 1.9L engine, with a single overhead cam).

Check the return spring on the throttle cable. Check fuel pressure at the regulator.

Just to add to this one those 2000-2002 saturn S model single cam engines are known for there intake manifold gaskets leaking. Around the number one and number two intake ports when they put the manifolds on at the factory they wrinkled the intakes. Causing vacuum leaks I have replaced a ton of those gaskets. Let it idle get some carb spray and spray around the number one and two cylinder intake ports. The number one intake port is right by the power steering pump. If the rpms go up or down or the engine stumbles or dies its leaking. Also inspect the pcv hose that goes from the intake manifold to the valve cover for colasping and holes in it.
