when i turn my a/c on it does not get that cold does that mean it needs to be recharged???

at the very least. it may have a leak that needs to be repaired as well. freon does not normally leak out.

leak could be anywhere. you need to insert a dye into the system and use an ultraviolet light to find the leak.

Although it is very possible that the system is low on refrigerant causing your issue, it is also possible it could be something entirely different and adding more refrigerant could cause severe damage so someone needs to use professional gauges to examine high and low pressures and analyze the system before making any determination to add refrigerant.
