Peugeot 306 Battery Problem

My 306 started smoking from the steering column and cut out. the whole car just died. it wont jump start and there seems to be hardly any power. no central locking, windows etc even with a battery pack connected directly to the battery. with the battery pack connected, lights come on the dash, car turns over but wont start and as said, cant do the windows up. (hear a very faint clicking sound when you push the window buttons from the drivers door.) you also cant turn the headlights on or work the wipers. any ideas how i can fix it?

There is a short in the loom in the column, this will have to be fixed asap.
