Wires could be frayed between the door hinges, but that is not likely the problem if the driver's window goes down normally. If it does, spray some Silicone Spray Lube liberally in the rubber channels the glass rides in, then run the windows up and down a few times. You can get that at any Chrysler dealer's parts department, most likely other dealers too, and at hardware and auto parts stores. It goes on like water, evaporates, and leaves a lot of "slippery" behind. I use it once a year on my seat belt webbing when it sticks on the upper anchor and retracts sluggishly.
