Repair a hydraulic fan

I can stop the fan with my hand and the fluid is full so it would most likely be something with the fan. Is there a hydraulic motor on the fan

Yes, the fan is powered by a hydraulic motor the is belt driven and in the engine compartment. There is a high pressure line and a low pressure line. They are attached to the pump, the high pressure line is the lower line on the pump, and go from the pump to the cooling fan drive pump housing.
