2000 Land Rover Discovery power steering problems

I have a 2000 Land Rover Discovery and when I press the accelerator there is a whinning noise that sounds like the power steering pump. I replaced the power steering pump and bracket, but the whinning noise continues. Also there is a pump on the power sound. Even when the vehicle is idling it makes this whinning noise. There is no whinning associated with the steering or turning. The serpentine belt make the pulleys turn and this is where I think the problem lies.

Remove the belt, and spin each pulley till you find the one that makes noise.

Auto tensioner on these often fail, they look fine but just don't tension enough, I had to replace mine for the same reason.
