2000 Jeep Wrangler New Rebiult Motor Seem Top End Power Passing On Hills

I have a 2000 jeep wrangler with a new rebiult motor. I seem to have no top end power when passing or on hills. I hooked to a computer and I am showing 14% throttle at idle and 72% at wide open throttle. I am only showing 66% wide open throttle on hills. Is this normal? If not, would you suspect the an issue with the tps? Thanks.
