Jag-dealership & local mechanic unable to diagnose problem related to 'power steering': 'power boost' &/or 'steering rack' needs replacement?

A-Problem:
Extremely 'hard' to turn the steering wheel -- feels 'heavy' -- when starting from stop (or, very low speed). Disappears at normal road-speeds; no shaking, shuddering nor wandering.
A-Cause:
Jag-mechanic.'Power steering not boosting correctly.
A-Solution:
Jag-mechanic. 'Need more diag time to determine what is wrong.'
A-Cost:
Unknown

Additional background:
20,002m 'steering rack' replaced due to 'bent rod.'
21,165m 'steering rack' replaced (no charge) due to 'leaking rack.'

Have they done a pressure test of the system? This has all the hall marks of a loss of low speed pressure.
