2000 Hyundai Accent. OBDII Codes 1402 & 1403

2000 Hyundai Accent. I'm getting obdII codes of 1402 and 1403. As well as a misfire code. The car runs, but lacks acceleration and runs rough, it also is having lots of difficulty starting in the cold weather (-5 and below). I believe its a DMTL motor/valve code, but is there any way to be sure before I go replace it.

Diagnostic Module Tank Leakage

Lagging acceleration could be caused by the following below:

Oxygen sensors.
Catalytic converter.
Fuel injectors dirty/sticking.
Mass airflow sensor/Airflow meter.
Throttle position sensor.
Manifold absolute pressure sensor.
EGR Valve
Fuel pressure regulator leaking or defective fuel pump.
Fuel contamination.
Foul/defective spark plugs.
Open spark plug wires.
Ignition coil/Coil packs defective.
Incorrect ignition timing.
Cap and rotor.

Note:If it doesn't apply disregard.
